In June of 2009 Ohio Railcar Group, LLC, was formed by private investors, affiliated with Value Recovery Group, Inc. (VRG) of Columbus, OH, to acquire the assets of Colorado Railcar Manufacturing to resume the production and development of the company's popular Diesel Multiple Units (DMUs).

In 2011, Jolene Molitoris was recruited by US Railcar as president to work with both public and private entities to assure that our DMUs are an integral part of the nation's transportation solution going forward. Jolene’s extensive background in the rail industry makes her an invaluable addition to the US Railcar team. 

Jolene Molitoris was appointed Director of the Ohio Department of Transportation in January, 2009, giving her the distinction as the first woman director since the establishment of the Ohio Department of Highways in 1905. During her tenure, Ohio delivered a $2 B multi-modal construction program, ODOT's largest construction program in history.

Appointed by President Clinton in 1993, Ms. Molitoris was the first woman to head the Federal Railroad Administration. During her nearly eight years as Administrator, she led agency-wide changes to improve safety and customer service - resulting in the seven safest years in US railroad history. The Acela, Amtrak's high speed train, was developed, safety certified by FRA and began service during her tenure. She served almost 8 years on the Amtrak Board. Jolene initiated a dramatic cultural change at FRA by creating public private partnerships with railroads and labor to create a new approach to rulemaking and safety improvement that continues today.

Ms. Molitoris began her career at the Ohio Rail Transportation Authority, achieving the position of Executive Director.
During her tenure, Ohio led the nation in state-developed high speed rail planning. She was then appointed Deputy Director of Rail at ODOT, where she and her team worked with port authorities to create 13 new short line railroads - the most in any state following the deregulation of the railroad industry.

Jolene received a BA Degree from Catholic University of America, Washington, D.C. and a MS from Case Western Reserve University, Cleveland, Ohio.


Ted Schaefer
Vice President Chief Technology Office

Mr. Schaefer has years of vehicle, rail, IT, manufacturing and marketing experience; including, a detailed knowledge of: hydraulics and pneumatics, power trains, gear design, cams, sound control, machining, welding, vehicle concepts, supply chain, QA, project management, technical writing, networks, software, CAD/CAM, databases and programming. Mr. Schaefer has been instrumental in the startup and continuing work at US Railcar Company, having managed the physical acquisition of the Colorado Railcar Manufacturing plant and Intellectual Property.

Mr. Schaefer is in charge of technical customer support which includes RFP response, pricing, manufacturing planning, team member selection, rail corridor analytics, high level presentations and competitive analysis. As a key member of the PRIIA 305 technical committee for the DMU specification, he is directly responsible for several aspects of the next generation DMUs including propulsion, materials and controls. He has developed US Railcar’s plans to meet the specifications.

As Chief Engineer of Industrial Vehicles International in Tulsa, OK, Mr. Schaefer was instrumental in their dramatic growth and contributed several new vehicles to the diverse product line ranging from oil field equipment to military. Mr. Schaefer served as business development manager for Bosch Automation Technology. He created their FMSsoft CAD software and the FMSsoft distributor programs, materials, and training programs conducted meetings.

Mr. Schaefer has held numerous teaching positions. He taught advanced AutoCAD as well as other classes at Tulsa Junior College, Rogers State in Claremore, Oklahoma and at Platt College. Mr. Schaefer also served as Drafting Program Advisor at Oklahoma State University and Tulsa Junior College. Mr. Schaefer is the Author of the AutoCAD Productivity Book

Barry FrommBarry H. Fromm, Esq.
Chairman - Ohio Railcar Group, LLC

Mr. Fromm is Founder, Chairman and CEO of Value Recovery Group, Inc. (VRG), is an international banking, workout, collections and real estate attorney with 18 years contracting and partnering experience with state and federal credit agencies.

In the decade of the 1980’s, Fromm was a contractor for the FSLIC, the FHLB, and the RTC. During the 1990’s, Fromm managed contracts and partnerships for the RTC and the FDIC. He and his firm have been recognized as a leading company in the U.S., performing asset valuations, asset management and disposition services, and debt recovery.

VRG, under Fromm's leadership, has retained its 15 year collection partnership with the FDIC, enjoying FDIC's highest ranking in the U.S. It has a collection contract on a multi-billion dollar portfolio of distressed tax and other receivables for the state of Ohio. VRG also processes and collects on all export insurance and loan guarantee claims (of $20 million or less) for the Export-Import Bank of the United States.

Mr. Fromm began his career in banking with National City Bank. He then became Corporate Counsel for Mid-America Federal S&LA, was a financial institutions consultant for Deloitte & Touche, and then Senior Manager for PriceWaterhouseCoopers.

Mr. Fromm received his B.S. degree from Butler Univeristy and his J.D. from the University of Akron Law School.
